The first phase shows how until then the event was a defining popular and public moment, ruled by youth abbeys.
ABBA, which are documented in Ivrea to lead the parade were representatives of that upside down-world , the guardians of disorder. The youth of Ivrea accompanied by fife and drum-bands took part with the ritual typical military aspect witch is caracteristic of the celebrations for the advent of spring.

The various carnival celebrations were divided among the various parishes and had in the burning of the Scarl, on Shrove Tuesday, their main-moments. This ritual begins with  digging out "hoes," the retraction clod of earth, which is charged with meaning to propitiate fertility. This symbolism is essential the presence of the last couple of different districts, who symbolically begin the excavation of pits for the erection of the Scarl. ABBA, the sacred flames in bonfire of closure, and the hoe are the only obbligatory moments in the celebration that with the spirit of the carnival lived its transgressive nature.
The social function of young people, as holders of the typical uses of the "upside-down world", during the days of carnival, we can assume was the driving force for going down in the streets masked and disguised on foot, on horseback and wagons. Starting from this substratum of old reminiscences, the festival was largely Ivrea revisited during the nineteenth century.

The reforms of the nineteenth century and then started a process of historical analysis: a carnival for anything historical, was superimposed on a representation of freedom. The carnival became a sign of the towns greatness, the magnificent memories of history is the lifeblood of Ivrea in subsequent moments of national history: first, the culture of the Savoy State of the Restoration, and later manifested in a growing enthusiasm for a national revival. Revisiting or the invention of the "Legend of the Carnival of Ivrea" should therefore be placed within that broad cultural phenomenon characterizing the nineteenth century Europe.

During the gala carnival was introduced on a triumphal car the heroine of the celebration, the Charming Miller.
The carriage was preceded by flagbearers, trumpeters, squires and drummers in medieval costumes
bearing the peak and the hoe. On the height of their golden thrown, the Miller, wearing the colors of the national revival, has travelled through all the remaining eight hundred century to arrive with all her beauty and charm to this day.
